Apparel sold in Turkey within the scope of the textile fibre-names and labelling regulation is governed by that regulation, published in Official Gazette No. 29337 on 25 April 2015, which sets out permitted fibre names and how fibre composition must be labelled and marked. The regulation does not cover customised textile products made by self-employed tailors. It was prepared within the framework of alignment with EU law, taking account of Regulation (EU) No. 1007/2011 on textile fibre names and fibre-composition labelling and marking. [1]
For Turkey-bound programmes, we prepare the fibre-composition declaration around the regulation's specified fibre names and build care, size and origin fields to the buyer's label brief. We hand over a controlled label schedule that identifies each field, its approved wording, artwork version, garment placement and the person who signs it off before bulk. For the shared groundwork on label version control across markets, see our garment labelling guide.
What must appear on a covered apparel label sold in Turkey?
For textile products within its scope, the 2015 regulation requires fibre composition to be declared using the permitted fibre names and rules it sets out. Labels and markings must be durable, readily legible, visible and accessible, which is a construction requirement as much as a content one: a fibre declaration that is accurate but hard to read does not satisfy the regulation's own terms for how it must be presented. Each of those four words does separate work at the sampling stage. Durable is a wash-and-wear question, and it decides printed against woven before the trim is ordered. Legible sets a floor on type size and on the contrast between the print and the tape it sits on, which is where a tonal label on a tonal ground tends to fail. Visible and accessible are placement questions: a label sewn into a lining seam or buried under a bagged-out facing can be perfectly durable and perfectly legible and still not be reachable by someone examining the garment. Settle all four on the sealed sample, because each is a physical property of the finished label rather than something the artwork can demonstrate on its own. [2]
| Label field | Turkish requirement | Production record to use |
|---|---|---|
| Fibre composition | Required for covered products, using permitted fibre names and rules per the 2015 regulation | Final fabric and component specification |
| Non-textile parts of animal origin | Must be identified | Confirmed material specification |
| Label durability | Durable, legible, visible, accessible | Confirmed label construction |
| Size | Buyer-specified programme field | Approved size grade and artwork |
| General care label | Buyer-specified programme field | Approved care copy or symbols |
| General origin label | Buyer-specified programme field | Approved origin wording and artwork |
Who is responsible for correct labelling under Turkish law?
For textile products within its scope, the manufacturer is responsible for correct labelling and marking under the 2015 regulation, and distributors carry their own duty to ensure that products they offer for sale bear compliant labelling. That two-tier responsibility means a Turkey-bound label file should be complete and confirmed before goods reach a Turkish distributor, since the distributor's obligation is to check compliance is already in place, not to correct it. [2]
Does the fibre regulation require a general care label or care-symbol standard?
We prepare Turkey-bound labels with written care content, care symbols, or both, according to your programme. We can also keep care content off the main label where your approved label architecture places it on a separate ticket, hangtag or digital care document. Before bulk, we provide the artwork, symbol key, placement callout and wash-test sample for approval.
The regulation was prepared within the framework of alignment with EU law, taking account of Regulation (EU) No. 1007/2011 on textile fibre names and fibre-composition labelling and marking. We keep the fibre-composition declaration and care-content decision as separate approval items, so a change to one does not silently change the other in the production artwork. [1]
Are size and origin required fields on a Turkish apparel label?
We prepare size and origin fields in the format your programme specifies, from a simple size tab to a combined main label. For covered textile products, labelling or marking must also be in Turkish. For spools, reels, skeins, balls or other small quantities of sewing, repair or embroidery thread, that rule applies to the internal labelling referred to in Article 18(3); when these products are sold separately, they may be labelled or marked in any official language of EU bodies if internal labelling is also used. We lock the size grade, origin wording, placement and artwork version against the purchase order, then send the approved label set with the pre-production sample.
| Programme element | SSL delivery | Approval record |
|---|---|---|
| Fibre composition | Regulation-aligned declaration | Final fabric and component specification |
| Manufacturer responsibility for labelling accuracy | Label file prepared for buyer approval | Signed artwork and sample review |
| General care label | Written care content, symbols or separate care component | Approved care schedule |
| Size label | Size tab or combined-label field | Approved size grade |
| Origin label | Buyer-specified origin wording | Signed artwork |
| Importer identification | Traceability field where supplied in the programme brief | Sales-channel and buyer brief |
What applies to children's apparel in Turkey?
The Ministry of Trade's unsafe-product portal identifies a named cords-and-drawstrings safety standard in its childrenswear safety enforcement records, which is strong evidence that this standard is used in practice for Turkish childrenswear conformity checks. We build children's styles to the cords-and-drawstrings standard and edition specified for your programme, or to your own approved construction brief, then record the scope, measurements and sample sign-off before bulk. [3]
Does Turkey require importer identification on the fibre-composition label?
We prepare importer-identification and traceability fields from the buyer's route-to-market brief, including the supplied legal entity, address, contact route, batch reference and placement. The label schedule keeps those fields separate from fibre composition so the artwork can be revised cleanly when the importer or sales channel changes.
What happens if a Turkey-bound label does not comply?
For products within its scope, the regulation provides for Ministry market surveillance; where its requirements are not met, the producer is given a correction period, followed by the administrative fine specified in Article 12(1)(a) of Law No. 4703 if the non-compliance is not remedied. [4]
Where does a generic export label fall short for a Turkey-bound shipment?
A label built for another market often has a different content hierarchy from the Turkey-bound version. We turn the buyer's approved programme into a Turkey label schedule, separating the fibre declaration from care, origin, size and traceability fields so each artwork decision is visible at sample approval.
| Generic label feature | Turkey status | Turkey-specific action |
|---|---|---|
| Fibre content declared | Fibre-composition declaration | Confirm permitted Turkish fibre-name terminology |
| Care symbols included | Programme-selected care content | Approve symbols, copy and placement |
| Origin statement included | Buyer-specified origin content | Approve wording and artwork |
| Label hard to read or not accessible | Turkey requires durable, legible, visible and accessible labelling | Confirm physical label construction, not only content |
How should a Turkey-bound label be approved before bulk?
Confirm the fibre-composition declaration against the permitted Turkish fibre names and rules, and confirm the physical label construction meets the durability and legibility requirement, before development samples are finalised. Where the order includes children's styles, give us the applicable cords-and-drawstrings standard and edition in the programme brief so we can build, measure and record the approved construction before bulk.
| Approval stage | What to lock | Check on the physical garment |
|---|---|---|
| Fibre declaration | Confirmed Turkish fibre-name terminology | Matches final bill of materials |
| Label construction | Durable, legible, visible, accessible | Verified on the finished garment, not only the artwork |
| Children's styles | Programme-specified cords-and-drawstrings standard | Documented before bulk |
| Bulk inspection | Sealed artwork | Correct Turkey variant on the correct style and colourway |
Before label ordering, send one release sheet for every style and colourway rather than a single artwork PDF for the range. It should identify the garment code, colour name, label supplier, label type, placement, fibre-composition copy, care-content choice, size grade, origin wording and any supplied traceability field. The merchandiser checks that the sheet agrees with the purchase order and bill of materials; the technical team checks the construction and placement against the sealed sample; the buyer signs the market-facing copy and artwork version. That division makes it clear who must resolve a discrepancy before trims are bought.
If the shell fabric, lining, pocketing, trim or animal-origin component changes after sample approval, flag the change before revised label artwork is released. Recheck the composition version and physical label placement on the next sample, then authorise label purchase only when the garment and artwork carry the same approval date. For a programme using separate main, size and care labels, retain a flat label set with the sample record and name the component on each piece. At inline inspection, factory quality control checks the correct Turkey label set against the style and colourway; at final inspection, the buyer's approved label schedule is the reference for confirming that no earlier artwork remains in the packing area.
The tech pack should name the confirmed fibre-name terminology and the label version.
Short FAQ
Is fibre-composition labelling mandatory on apparel within the scope of the regulation in Turkey?
Yes. The 2015 textile-fibre regulation requires fibre composition to be declared using its permitted fibre names and rules, with the label durable, legible, visible and accessible. It does not cover customised textile products made by self-employed tailors. [2]
Is a general care label mandatory on apparel sold in Turkey?
We prepare care labels with written instructions, care symbols, or both, and can place that content on the main label or a separate care component according to your programme.
Are size or country-of-origin fields confirmed as mandatory in Turkey?
We prepare size and country-of-origin fields in the wording and placement your programme specifies, with the approved version recorded in the label schedule.
Who is legally responsible for correct apparel labelling in Turkey?
The manufacturer is responsible for correct labelling and marking, and distributors must ensure that products they offer for sale carry compliant labelling. [2]
The Turkey label programme
For textile products within the scope of the 2015 regulation, a Turkey-bound apparel label starts with the fibre-composition declaration, built to durable, legible, visible and accessible construction, with the manufacturer bearing responsibility for accuracy. The regulation does not cover customised textile products made by self-employed tailors. We prepare care, size, origin and importer-identification content to the buyer's programme, and preserve each decision in the approved label schedule. For children's styles, we build cords-and-drawstrings construction to the standard or construction brief supplied for the order, document the measurements and retain the sample approval with the bulk file.
Placing a Turkey-bound programme
A tech pack, destination confirmation, order quantity and label artwork are what we need to quote a Turkey-bound programme with label preparation and approval built into the cost. For the wider regional picture when a Turkey order sits alongside European destinations, our Türkiye page sets out how yarn, fabric and finished-garment programmes for Turkish brands are developed and documented, and our private label programme is where the fibre-name terminology and label artwork for a Turkey-bound order are approved before development samples are cut.
