Qatar Textile Labelling: Arabic Content, Origin and Importer Rules

Qatar controls garment labelling through general consumer-protection law, not a pre-shipment certificate scheme. Law No. 8 of 2008 on Consumer Protection and its Executive Regulation, issued as Ministerial Decision No. 68 of 2012, set out the information that must appear on a product's cover or packaging before it reaches a Qatari shelf. There is no ECAS-style registration step to clear before customs will release the goods; the obligation applies to the product's cover or packaging and to the retailer selling it. [1]

That makes it easy to get wrong quietly: a product cover or packaging that satisfies a European fibre-content rule can still be missing the Arabic content, the origin phrasing and the importer identification that Qatari law treats as basic consumer information. What law governs textile labelling in Qatar?

Three instruments matter. Law No. 8 of 2008 and its Executive Regulation (Ministerial Decision No. 68 of 2012) carry the general consumer-information duty that applies to garments as to any consumer good. Ministerial Decision No. 256 of 2018 separately adopted QS GSO ISO 3758:2014, the Gulf-standard version of the international care-labelling symbol code, as a Qatari standard. What must a Qatar garment's cover or packaging show?

Under Law No. 8/2008 and its Executive Regulation, the cover or packaging of a product sold in Qatar must give the consumer enough information to identify what they are buying and from whom. For apparel, that resolves into the field list the Executive Regulation sets out for the cover or packaging, plus a language rule that applies to all of those fields. The Regulation also requires the supplier to enclose a detailed statement in Arabic inside the packaging, setting out the goods' components and specifications clearly, and any risk arising from use where there is one. The detailed statement is separate from the information on the cover or packaging and from any on-garment trim. [2]

The Regulation's field list covers the merchandise's ingredients and components. We check the materials description in the final artwork against the sealed sample and bill of materials, so that it remains aligned with the product being supplied. The same check should cover the product identity, country of origin, producer and importer details, and the dates carried on the cover or packaging.

Lock the Arabic wording for the required cover or packaging fields once, against the sealed sample, instead of translating each production batch separately. A composition line that changes between colourways, or a trim supplier substitution that adds a component, forces a translation review each time it happens; treating the Arabic cover or packaging copy as a controlled document from the first approved sample avoids a mismatch surfacing after cartons are already packed. Is Arabic mandatory on a Qatar garment's cover or packaging?

Yes. Law No. 8/2008 requires the information on a product's cover or packaging to be presented in Arabic, and the Ministry of Commerce and Industry has separately circulated guidance (Circular No. 5 of 2016) reinforcing the Arabic requirement for consumer product information. Additional languages, including English, may be printed alongside the Arabic text; Arabic and another language may appear together. [4]

In practice, every listed field must appear in Arabic on the goods' cover or packaging. The supplier must also place a detailed Arabic statement inside the packaging, covering the merchandise's ingredients and specifications and any risk arising from use where there is one. The Regulation prescribes the listed fields for the cover or packaging and the detailed statement for the inside of the packaging.

Does Qatar require ISO 3758 care symbols on every garment?

Ministerial Decision No. 256/2018 adopts QS GSO ISO 3758:2014 as a Qatari standard. Separately, the general consumer-protection rule requires the product's cover or packaging to state handling, storage and use conditions and warnings about risks arising from misuse. For a garment, that calls for product-specific care information. [5]

The practical reading is to prepare Qatar label artwork around the handling, storage and use information required for the product, then align any additional care presentation with the programme's approved brief.

Does Qatar prescribe a garment size system?

For a multi-market childrenswear programme, the construction brief should identify the destinations that apply cords-and-drawstrings requirements and carry those requirements through the technical file. This keeps the garment specification aligned with the markets in which the range will be sold.

What happens if Qatar cover or packaging misstates origin or content?

The Ministry of Commerce and Industry's Consumer Protection and Combating Commercial Fraud Department enforces Law No. 8/2008. The Ministry has publicly reported action taken against blankets found to carry false origin information, which is a directly relevant precedent for the same origin field a garment's cover or packaging has to carry. [7]

The Law distinguishes between measures taken before a case is decided, administrative closure, and orders available after conviction. Where there are strong reasons to believe that an Article 6 violation has occurred, the commodity may be seized temporarily. Following conviction, the court may order confiscation or destruction of the commodity involved, as well as the materials and tools used in its production. Premises in which a violation is committed may also be temporarily closed by a reasoned administrative resolution, with the maximum period increasing by the number of violations. After a failure to rectify within the prescribed period, the Minister may refer the matter to the court regarding closure and disposal of the commodities involved.

What should Qatar cover or packaging carry beyond the mandatory fields?

Start with the required field list rather than treating a buyer's preferred layout as a legal minimum. The product's cover or packaging must carry the Arabic information in a clear, readable and indelible form appropriate to the product. It must state the product's name, type, nature, ingredients and quantity where relevant; the country of origin, introduced by "Made in"; the country of export if any; the names of the producer and importer, each accompanied by trade name, trade mark and address; production and expiry dates; and handling, storage and use information, with warnings about risks arising from misuse. The importer's trade name, trade mark and address are therefore part of the required cover or packaging content.

An illustrative Arabic layout for a Qatar product's cover or packaging uses the required fields along these lines: product name, type and nature; ingredients and components; quantity where relevant; country of origin stated as "Made in [country]"; country of export if any; producer name, trade name, trade mark and address; importer name, trade name, trade mark and address; production and expiry dates; and handling, storage and use information, including warnings about risks from misuse. The supplier must also include a detailed Arabic statement inside the packaging, clearly setting out the merchandise's ingredients and specifications and any risk arising from use where there is one.

Short FAQ

Does Qatar require the words "Made in" before the country of origin?

Yes. Law No. 8/2008's implementing rules require the origin statement to be introduced by "Made in," not stated as the country name alone.

Can Qatar cover or packaging carry English alongside Arabic?

Arabic is compulsory for the information required on the cover or packaging by the Law and its Executive Regulation. English or another language may appear alongside it. The detailed statement enclosed inside the packaging must also be in Arabic.

Is QS GSO ISO 3758:2014 mandatory by name for every garment sold in Qatar?
