Israel Apparel Labelling: EU Fibre Rules Plus Hebrew, Size and Care

Israel's apparel-labelling requirement is built in two layers. Regulation (EU) No. 1007/2011, the EU's fibre-name and composition rule, was incorporated into Israel's Standards Law Fifth Schedule effective 1 March 2025, without any listed Israeli conditions attached. On top of that fibre-composition baseline sit Israel's own national requirements: Hebrew consumer information, country of production, manufacturer and importer identification, garment size, and washing, cleaning and ironing instructions, all set by the Consumer Protection (Marking of Goods) Order, 1983, and its 2018 amendment. None of the national layer is optional, and none of it is satisfied by getting the EU fibre rule right. A label with a perfect fibre declaration and no Hebrew content, no origin statement and no size marking has met one part of Israel's requirement and missed the rest. What law governs apparel labelling in Israel?

Four instruments apply together. Regulation (EU) No. 1007/2011 governs fibre names and composition declaration, incorporated via the Fifth Schedule to the Standards Law effective 1 March 2025. The Consumer Protection (Marking of Goods) Order, 1983, and its amendment effective 20 June 2018, set Israel's national marking fields and the external-tag exception. The Consumer Protection Law, 1981, provides the general enforcement framework. Regulation (EU) 2023/988 on general product safety was separately incorporated via the Fifth Schedule effective 1 February 2025, and applies to apparel as a general-safety matter alongside the labelling-specific rules. What must an Israel apparel label show?

Fibre composition follows Regulation (EU) No. 1007/2011's naming and disclosure rules: generic fibre names, composition percentages, and the disclosure format the Regulation sets, subject to its own conditions and exclusions. The Regulation's tolerances apply as incorporated: generally 2 percent for extraneous fibres, 5 percent for carded products, and a 3 percentage-point manufacturing tolerance between the stated and measured fibre percentage. Where a non-textile part contains material of animal origin, the Regulation's prescribed disclosure applies to that part as well. [1]

The national layer adds country of production, which is an Israeli addition and not something Regulation 1007/2011 itself compels; manufacturer and importer names; garment size, though no single universal sizing system was confirmed from the accessible material; and washing, cleaning and ironing instructions. Is Hebrew mandatory on an Israel apparel label?

Yes, for the mandatory fields set by the Marking of Goods Order. Since the 2018 amendment, most Hebrew clothing information may appear on an attached external tag or sticker instead of being permanently sewn into the garment. Size and care information are the exception to that flexibility: both must remain marked on the garment itself, not only on a removable tag.

For distance sales, the 2018 amendment allows Hebrew marking to be omitted from the physical product provided all mandatory information is presented to the buyer before the contract is formed, for example on the product listing. Size and care information still have to appear on the garment even in that case; the distance-sale exception narrows where the information sits, not whether it is required.

Does Israel require care symbols, or is wording enough?

Care content covering washing, cleaning and ironing is confirmed mandatory under the Marking of Goods Order. We prepare care labels with SI 572 graphical symbols, clear Hebrew wording, or both, according to your programme and buyer brief. [5]

The practical position is to treat care content as mandatory in substance and SI 572 symbols as the recommended form, since a symbol-based label reads correctly regardless of which requirement eventually turns out to be the more precise one, and it is very likely what a buyer's own quality function will ask for in any case.

Does Israel have a mandatory cords-and-drawstrings standard for children's clothing?

Does the fibre-composition rule apply the same way to every garment?

Regulation (EU) No. 1007/2011 carries its own conditions and exclusions, which is why the tolerance figures above are described as general rather than universal. A multi-component garment, a product with a small non-textile decorative element, or a style using material of animal origin can each trigger a specific clause within the Regulation rather than the default rule. Confirm which clause applies to a given construction before assuming the standard tolerance is the one in force.

This matters more for an Israel-bound order than it might first appear, because the fibre declaration sits on the same physical label as the national fields, sewn in rather than swappable. A composition line corrected after the Hebrew translation has already been approved forces both to be reworked together, not just the figure that changed.

What enforces Israel's apparel-labelling rules, and what follows non-compliance?

The Consumer Protection and Fair Trade Authority enforces the Consumer Protection Law and the Marking of Goods Order, and can investigate, impose monetary sanctions, and pursue administrative or criminal enforcement. The Ministry of Economy and Industry's Standards Administration separately enforces official standards and Fifth Schedule requirements across manufacture, import and marketing, which is the route through which the incorporated EU regulations are enforced. Non-compliance can bring monetary sanctions, corrective action, withdrawal or recall, prohibition of marketing, import intervention, and, for serious cases, prosecution. A fibre-composition error and a missing Hebrew size marking are enforced through two different bodies operating in parallel, which is a reason to check both layers before shipment; one clean audit does not cover the other.

What should an Israel-bound label carry beyond the mandatory fields?

Where the record is silent, on SI 572's exact compulsory status and on a single universal size system, build to the safer form rather than the narrowest defensible one: SI 572 care symbols alongside plain Hebrew wording, and a size marking that states both the destination market's expected size language and the garment's actual measurements. Confirm early which fields can move to an external tag under the 2018 amendment and which, size and care, must stay sewn in, since a label constructed the wrong way round means reprinting, not repositioning.
