Ireland Apparel Labelling: The EU Fibre Rule and the Nightdress Statute

For a garment sold to a consumer in Ireland, the fibre-content declaration starts at EU level: Regulation (EU) No 1007/2011 sets the generic fibre names, the composition percentages and the format every member state shares. Ireland gives effect to it through S.I. No. 142 of 2012. Article 16(3) provides for the labelling or marking in the official language or languages of the Member State where the product is made available, unless that Member State provides otherwise. What must appear on an apparel label sold in Ireland?

S.I. No. 142 of 2012 carries Regulation 1007/2011's fibre-composition rules into Irish law: the name and percentage by weight of all constituent fibres, in descending order, using only the fibre names in the Regulation's own annex, plus a statement of any non-textile parts of animal origin. A fibre accounting for up to 5% of the total weight, or fibres collectively accounting for up to 15%, may instead be shown as “other fibres” with their combined percentage, but only where they cannot easily be stated at the time of manufacture. Regulation (EU) 2023/988 requires manufacturers to carry out an internal risk analysis and maintain technical documentation, and to keep that documentation up to date. Where European standards or other elements are applied to meet the general safety requirement, identify them in the technical documentation. [7]

Where a range is built for Ireland and another destination, settle the applicable language version before the sealed sample. Adding wording after approval changes the label size, the approved copy and potentially the trim supplier, so record the decision in the production file before bulk.

How should an Ireland label be released before bulk?

Release the Ireland-market label after the bill of materials is signed off and the product-safety information applicable to the style has been locked in the technical file. A label proof should reflect the finished construction and confirmed fibre composition, rather than assumptions drawn from a similar past style.

For artwork release, send the final bill of materials, fibre test report, care-content choice, origin wording if used, and the approved language version. We return a label proof tied to the style, colourway and revision number, then hold that approved proof against the bulk inspection sample. This gives the buyer a production record that can be checked before packing.

Also send the finished label dimensions, fold or loop position, attachment method and any heat-transfer placement. Decide before proofing whether artwork is shared across colourways. Where a colourway has different fibre content or trim, give it its own label reference and approve a separate proof.

Before purchase orders are released, nominate one buyer contact to approve copy and one factory contact to control revisions. Send any substitute fabric, changed lining or added trim back through the same review. If a change alters the bill of materials, issue a new proof and verify that the carton pack uses that revised label.
