Apparel sold in Taiwan is governed by the Commodity Labeling Act's Apparel Labeling Standards, revised effective 18 May 2023. The Act identifies the Ministry of Economic Affairs as the central competent authority, with municipal and county/city governments as competent authorities within their jurisdictions. Non-apparel textile articles fall instead under the separate Textile Labeling Standards, so the first check on a Taiwan-bound programme is confirming which of the two standards the specific product sits under before the label content is drafted. [1] [2]
What makes Taiwan's system distinctive is durability. Country of production, fibre composition and care information are not just content requirements; for most garments they have to be sewn, printed, branded or otherwise durably marked onto the product itself, not carried only on a hangtag or packaging insert that a consumer could separate from the garment before wearing it. Size and importer contact details may instead appear on the product, packaging or instructions. That single design choice, durable marking instead of a removable tag, is worth settling before a Taiwan-bound style is developed, because it changes where the label sits in the garment and how it is attached, not only what it says. For the shared groundwork on label version control, see our garment labelling guide.
What must appear on an apparel label sold in Taiwan?
The Apparel Labeling Standards require: [3]
| Label field [3] [1] | Taiwan requirement | Production record to use |
|---|---|---|
| Importer name, address, service telephone | Imported goods must state the importer’s or packer’s name, address and service telephone number, plus the foreign manufacturer’s or foreign commissioning party’s foreign-language name | Legal entity and contact details, plus the overseas maker's registered name |
| Size or designation | Required | Approved size chart |
| Country of production | Country of the principal production process | Confirmed production-process record |
| Fibre or filling composition | Component name and weight percentage where required, with Chinese as the primary language and English or an abbreviation where necessary | Final fabric and component specification |
| Shell, lining, filling | Declared separately where applicable | Component-level specification |
| Care information | Wash-treatment symbols, per the authority's published pictograms | Confirmed care treatment |
Must this content be a durable, on-product marking?
Yes, for most garments. Origin, fibre or filling composition and care information require durable on-product marking, not a removable tag alone. Size is treated differently: it may instead appear on the product, or on internal or external packaging. The Apparel Labeling Standards do carve out specific exceptions: infant clothing, swimwear, most underwear, accessories, and reversible pocketless garments are named exceptions, and imports already durably marked to the exporting country's own rules also fall within the exception. Outside those named categories, a Taiwan-bound garment should be built with the required content sewn or printed into the product from the start of development, since a compliant hangtag is not itself sufficient. [1]
| Compliance element | Taiwan requirement | Applies to |
|---|---|---|
| Durable on-product marking | Sewn, printed, branded, or otherwise durable | Most apparel, with named exceptions |
| Named exceptions | Infant clothing, swimwear, most underwear, accessories, reversible pocketless garments | Excused from the durable-marking rule |
| Pre-marked imports | Already durably marked to the exporting country's rules | May satisfy the exception |
What fibre-composition tolerance applies in Taiwan?
A fibre or filling component at 5% or more by weight must be named and its weight percentage stated. A component below 5% still has to be named and quantified where it is enough to affect the wash or press conditions, or where it is needed to show a product characteristic, so a small elastane or a functional fill is not simply dropped. Names are given primarily in Chinese, with English or an abbreviation added where needed. Composition is declared by weight, with a tolerance of plus or minus 3 percentage points, except that a claim of 100% composition carries no tolerance. Where a garment has separate components, such as shell, lining and filling, each must be separately declared where applicable, rather than folded into a single blended figure for the whole product. [3]
Which care-label pictograms apply in Taiwan?
Yes. The Apparel Labeling Standards require wash-label pictograms for washing, bleaching, drying, ironing or pressing, and professional textile care. Those pictograms are announced by the central competent authority. A Taiwan-bound label should use the current BSMI-published wash-label pictogram set, confirmed against the authority's own published notice. [4]
Is a country-of-origin mark required beyond the general label content?
Yes. Under the International Trade Administration’s Origin Marking Requirements for Specific Imported Textiles, textiles in CCC Chapters 61 and 62, specified towels and specified bedding must show the correct origin on the goods themselves. Socks under heading 6115 have a separate marking method where each sock does not carry a sewn-in origin label. The notice provides that goods not marked as required may not be cleared for import, subject to its listed exceptions and case-specific approval. [5] [6]
Customs authority enforcement records describe this correction requirement directly: goods found without the required origin mark on a specified line are held for correction or relabelling rather than released as they arrived. [7]
Who enforces Taiwan's apparel labelling rules, and what triggers action?
The Commodity Labeling Act identifies the Ministry of Economic Affairs as the central competent authority, with municipal and county/city governments as local competent authorities. [1] [2]
The detailed market-inspection and enforcement requirements are set by the Ministry of Economic Affairs and local competent authorities under the Commodity Labeling Act. Obtain the current text from the Ministry of Justice’s Laws & Regulations Database before label artwork is approved.
For a Taiwan-bound programme, fibre content, origin, contact details and care information are worth double-checking on a finished garment before it ships, not only in the artwork file, since a printed proof and a sewn-in label can drift apart between approval and bulk cutting if nobody checks the physical product against it.
What applies to children's apparel in Taiwan?
We prepare children's apparel labels to the same Taiwan content and durable-marking specification used for the rest of your programme, with child-specific wording or placement added to your brief. CNS 15291:2019, Safety of Children's Clothing, Cords and Drawstrings, is Taiwan's own national standard for that specific hazard, developed with reference to established cords-and-drawstrings safety principles. We review cords and drawstrings on Taiwan-bound children's styles against CNS 15291:2019 and your programme's construction brief, then record the approved construction in the tech pack. [8]
Where does a generic export label fall short for a Taiwan-bound shipment?
A label that is accurate and complete by another market's rules can still fail Taiwan's check if the content sits only on a removable tag, or if it is not in Chinese.
| Generic label feature | Why it may not satisfy Taiwan's requirement | Taiwan-specific action |
|---|---|---|
| Fibre content on a hangtag only | Most apparel requires durable on-product marking | Sew or print the required content into the garment |
| Fibre names in Latin script only | Chinese scientific or customary names are required | Confirm approved Chinese fibre nomenclature |
| Importer contact incomplete | Name, address and telephone number are all required | Confirm the complete importer contact set |
| Care symbols from another standard | Taiwan uses its own published wash-label pictograms | Confirm against the current BSMI notice |
How should a Taiwan-bound label be approved before bulk?
Confirm which standard, Apparel Labeling Standards or the separate Textile Labeling Standards, governs the specific product, and confirm whether the style falls into a named exception to the durable-marking rule, before development samples are finalised. Where durable marking applies, the label construction has to be planned into the garment itself, not added as a late-stage trim decision.
| Approval stage | What to lock | Check on the physical garment |
|---|---|---|
| Standard confirmation | Apparel vs. Textile Labeling Standards, and exception status | Documented before development |
| Language and nomenclature | Chinese fibre names, durable marking method | Sewn or printed into the finished garment |
| Origin marking | Required for specified imported tariff lines | Confirmed before shipment; missing marking delays clearance pending approved correction |
| Bulk inspection | Sealed artwork and pictogram set | Correct Taiwan variant on the correct style and colourway |
The tech pack should name the applicable standard, the durable-marking method, and the confirmed Chinese fibre nomenclature.
Short FAQ
Does a Taiwan-bound garment label need to be sewn or printed onto the product?
Yes, for most garments. Origin, fibre composition and care information normally require a durable on-product marking, with named exceptions such as infant clothing, swimwear and most underwear. Size may instead appear on the product, internal or external packaging. [1]
What is the fibre-composition tolerance in Taiwan?
The stated weight percentage for a fibre or filling component may differ from the actual percentage by no more than three percentage points above or below. A 100% composition statement has no permitted variance. [1]
Which care-label pictograms must a Taiwan-bound label use?
Yes. The Apparel Labeling Standards require wash-label pictograms for washing, bleaching, drying, ironing or pressing, and professional textile care. The central competent authority announces those pictograms. [4]
Is CNS 15291 confirmed mandatory for all children's clothing sold in Taiwan?
For Taiwan-bound children's styles, we review cords and drawstrings against CNS 15291:2019 and your construction brief, then hand over the approved construction record.
The Taiwan label judgement
A Taiwan-bound apparel label is a durable-marking task as much as a content task: country of production, fibre or filling composition and care information normally have to be sewn, branded, heat-transferred or printed onto the garment, with specific named exceptions. Size and importer contact details may instead be shown on the product, packaging or instructions. Specified imported textile tariff lines carry an additional origin-marking condition for clearance. Confirm the applicable standard and exception status before development, since durable marking is a construction decision, not a printing-file change made after cutting has started. [1] [6]
Placing a Taiwan-bound programme
A tech pack, the confirmed durable-marking method, order quantity and label artwork are what we need to quote a Taiwan-bound programme with label preparation and approval included in the cost, so the sewn-in content and the printing file are approved together rather than reconciled after sampling. For the wider regional picture, our East Asia page sets out how Taiwan's durable-marking requirement is settled at artwork rather than at inspection, and where the order includes children's styles, our kidswear page covers how a children's range is built to destination-specific safety and labelling rules, including cords-and-drawstrings construction of the kind CNS 15291 addresses.
