For the finished-clothing categories listed in its annex, Minister of Trade Regulation No. 25 of 2021 requires labels in Bahasa Indonesia and specifies the label fields and permitted placement. The category description matters: the annex lists particular clothing types and materials rather than applying one undifferentiated list to all apparel. [1]

For the shared groundwork on label version control, see our garment labelling guide.

What must appear on an apparel label sold in Indonesia?

For the garment categories listed in the annex to Minister of Trade Regulation 25/2021, the required label content is: [1]

Label fieldIndonesian requirementProduction record to use
Product nameRequiredApproved product description
BrandRequiredBrand specification
Material type or compositionRequiredFinal fabric and component specification
Producer, importer or trader identity and addressProducer for domestic goods, importer for imported goods, or a trader using a trade markLegal entity and registered address

Care labelRequiredConfirmed care treatment
Country of manufacture, "Made in"RequiredConfirmed origin record
QuantityRequired where a package contains more than one itemPack specification
Indonesian-language presentationRequiredApproved Bahasa Indonesia artwork

Is Bahasa Indonesia labelling mandatory on every garment sold in Indonesia?

Yes, for the finished-clothing categories named in Regulation 25/2021's annex. The regulation identifies goods that must use or complete labels in Bahasa Indonesia. For a listed garment, check the full field set and the permitted product or packaging placement in the relevant annex entry. [2]

What does the importer identification requirement cover?

The annex specifies permitted placement and application for each field. For the finished-clothing entries, the brand, material type or composition, size, care label and country of manufacture may appear on the product by printing or attachment, while the product name and identity-and-address field are listed for packaging. The table also permits embossing, printing, attachment or inclusion with the goods or packaging for the relevant packaging fields. [3]

Does Indonesia set a fibre-composition tolerance or a mandatory care-symbol standard?

Regulation 25/2021 requires the material type or composition and a care label for the listed finished-clothing categories. Its annex identifies those fields, but does not prescribe a fibre-percentage tolerance, percentage format or care-symbol standard there. Prepare the composition and care copy from the final specification, then check any separately applicable requirements for the product.

What should be checked for baby clothing in Indonesia?

For a baby garment that falls within an annex category, start with the same Bahasa Indonesia label fields and placement rules as for other listed finished clothing. Regulation 25/2021 is a labelling instrument, so any separate product-safety or conformity requirements should be checked for the particular garment before production is released. [4]

The annex does not distinguish baby clothing as a separate label-content category. Confirm the relevant clothing category, its listed fields and its permitted placement before approving the label artwork. [5]

How should an Indonesia-bound label be checked?

Check the garment against the detailed annex entry, rather than relying on a generic apparel checklist. The entry identifies the particular types of clothing in scope, the mandatory fields and whether each field may be placed on the product, packaging, or both. [3]

For a package containing more than one item, also include the quantity field specified in the annex. Keep the category assessment, approved Indonesian copy and selected placement options with the artwork record. [4]

Where does a generic export label fall short for an Indonesia-bound shipment?

A label built for another market's baseline can be accurate on composition and still miss the Bahasa Indonesia label fields or the placement options specified for the Indonesian category.

How should an Indonesia-bound label approval pack be prepared before bulk?

Confirm whether the garment category sits inside Regulation 25/2021's annex before development samples are finalised. For baby clothing and other products with possible separate requirements, make that check alongside the category review before bulk fabric is committed.

Before label purchase orders are released, send the relevant producer, importer or trader identity and address, approved Bahasa Indonesia copy, final composition, care instructions, origin, size range and selected placement options in one version-controlled approval pack. The buyer signs that pack; production uses only its released artwork and trim specification.

Short FAQ

Is a Bahasa Indonesia label mandatory on garments sold in Indonesia?

Yes, for the garment categories listed in Minister of Trade Regulation 25/2021's annex, which requires the full mandatory field set in Indonesian-language presentation. [2]

What should be checked for baby clothing?

First identify the applicable Regulation 25/2021 annex category and apply its Bahasa Indonesia label fields and placement rules. Also check any separate product-specific requirements before production is released. [4]

How must an Indonesian label be applied to the garment?

The annex gives the permitted options for each field. For listed finished clothing, brand, material type or composition, size, care label and country of manufacture may be printed on or attached to the product; packaging fields may also use embossing or be included with the goods or packaging. Set the option for each field during artwork approval. [3]

Does Indonesia set a mandatory care-symbol standard?

Regulation 25/2021 requires a care label for the listed garment categories. Its annex does not prescribe a care-symbol standard, so check any separate product requirements when approving the care copy.

The Indonesia label judgement

An Indonesia-bound apparel label is a Bahasa Indonesia field-completion task for the category listed in the annex. The fields include product name, brand, material type or composition, identity and address, size, care, country of manufacture and, for packages containing more than one item, quantity. The permitted placement varies by field: do not assume that every field belongs on the garment itself. Confirm the category, Indonesian copy and selected placement options before development, and assess any separate product-specific requirements in parallel.

How the annex actually sets the fields

The annex is the operative part, and it is organised per product line rather than as one list for all goods. Each line names the goods, describes them, sets out the label items that apply to that line, and then gives a code for how the label may be applied to the product and to the packaging.

Annex elementWhat it decides
Nama barangThe product name, as the first required item on every listed line
Merek barangThe brand or mark
Nama dan alamat produsen, or importirProducer name and address for goods produced domestically, or importer name and address for imported goods. One or the other, decided by where the goods are made
Negara Pembuat, or Made inThe country of manufacture, which may be given in the Indonesian form or as the English phrase

The application codes are the part most often missed at sampling, because they decide the trim rather than the artwork:

CodeMethod
aEmbossed
bPrinted
cAttached intact

Read the codes in the annex column by column. The annex gives one set of codes for the product itself and another for the packaging, so a line can permit a method on the pack that it does not permit on the product. Confirm the applicable line before the trim is specified, since an embossed mark and a sewn label are different production decisions with different lead times. [6]

Identity follows the goods, not the commercial arrangement: a garment produced in Indonesia carries the producer's name and address, and an imported garment carries the importer's. Settle which applies before development samples are finalised, because it determines whose registered address goes on the label.

Placing an Indonesia-bound programme

A tech pack, destination confirmation, order quantity and label artwork are what we need to quote an Indonesia-bound programme with label preparation and approval built into the cost. For the wider regional picture, our Southeast Asia page outlines destination-specific production considerations, and where the order includes baby or children's styles, our kidswear page covers destination-specific safety and labelling rules.
