Kidswear Safety Standards for Export Buyers

Childrenswear brings requirements that do not apply to every adult garment. A garment sized for a five-year-old can face mechanical hazards such as a cord that can catch or a trim that can be swallowed, chemical requirements that depend on the substance, component and product scope, and category-specific flammability rules.

For a sourcing manager, testing after shipment is too late. A cord that fails the applicable safety requirements, assessed using EN 14682 where relevant, or a component that exceeds an applicable chemical limit can prevent the product from being sold. The right time to find these problems is at the pre-production stage, on the approved sample and the bulk trims, before the line runs.

This guide covers the main hazard groups (mechanical, chemical and flammability), the standards that govern them in the EU/UK and the US, and the design habits that keep a children's garment inside the rules from the first sketch.

Why is childrenswear a stricter compliance tier than adultwear?

Three reasons stack on top of each other.

First, mechanical hazards. Small children put things in their mouths and move through gaps: playground equipment, car doors, cot rails. A cord at the neck can catch and strangle, while detached trims can present a choking risk. The applicable market rule and buyer protocol determine how each risk is assessed.

Second, chemical requirements depend on the rule. Some rules, including US lead limits, are child-specific; other chemical restrictions depend on the substance, component and product scope, not the wearer's age alone.

Third, flammability. Certain children's categories, sleepwear above all, carry flammability performance rules that ordinary apparel does not.

Behind all three sits enforcement. Regulators run active recall programmes for children's products, and a recall is not a private quality dispute: it is public, it pulls stock off shelves, and liability flows back down the chain to whoever placed the order and whoever made the goods. Reading a compliance audit tells you about a factory's systems; the product tests tell you whether the specific garment is legal to sell. You need both.

What do the EU and UK require on cords and drawstrings?

EN 14682, "Safety of children's clothing: cords and drawstrings on children's clothing", is the principal voluntary standard used to assess cords and drawstrings under the EU and UK general product-safety framework. It addresses strangulation and entrapment hazards.

The detail is age-banded and specific, and it is exactly the kind of fine print you should read from the source rather than a summary. In broad terms the standard is strictest for the youngest wearers: hood and neck drawstrings are not permitted on garments for younger children, while cords elsewhere on the garment (at the waist or hem, for example) face limits on length, free ends and loops that vary by age band and position. Because the thresholds differ between the young-children band and older children, a cord that is acceptable on a size 12 may be prohibited on a size 2.

Do not design from a remembered rule of thumb. Work from the current text of EN 14682 and have a lab confirm the specific garment against the specific age band. The safe design default, covered below, is to avoid functional cords in the youngest sizes altogether.

What about buttons, snaps, appliqués and other small parts?

Detached trims can present a choking risk and may be covered by buyer protocols or general safety law, but US small-parts rules expressly exclude children's clothing and accessories such as buttons. Buttons, snaps, rivets, beads, sequins, bows, appliqués and press-studs still require a product-specific risk assessment.

Use the applicable market rule and buyer protocol to determine whether a small-parts gauge or attachment-strength test is required. Where attachment testing applies, components are pull-tested to check whether they come away. A snap that passes on the sample can still fail if bulk setting is inconsistent.

Where those checks apply, they are bulk-trim and bulk-process questions, not just design questions. The button you approved may be fine; the setting force on the production line may not be. Check attachment strength during pre-production and in-line inspection, using the actual trims and machines, not only the salesman's sample.

Which chemical restrictions apply to children's garments in the EU and UK?

In the EU and the UK, chemical restrictions in textiles run largely through REACH (and its retained UK equivalent). Several REACH entries bear directly on kidswear:

  • Nickel release from metal trims (snaps, buttons, zips, rivets) that sit against the skin, because nickel is a common contact allergen.

  • Restricted azo dyes that can release listed aromatic amines, applicable to any dyed or printed textile that touches skin.

  • Phthalates in plasticised components and some prints. Restrictions depend on the substance, component and product scope; US CPSIA phthalate limits do not apply to every children's garment or plastisol print.

The values, scopes and test methods sit inside the regulation and change over time, so treat any number you carry in your head as out of date until a lab confirms it. What does the United States require under CPSIA?

The US framework for children's products is the Consumer Product Safety Improvement Act (CPSIA), enforced by the Consumer Product Safety Commission. For a children's product programme, the applicable requirements can include:

  • Lead limits. CPSIA sets a limit on total lead content in the substrate of children's products and a separate, tighter limit on lead in surface coatings (paint and similar). Metal trims, painted buttons and some prints are the parts to watch. The numeric limits have been tightened over the life of the Act, so verify the current figures with an accredited lab rather than relying on a remembered value.

  • Phthalates. CPSIA restricts specified phthalates above 0.1 per cent in accessible plasticised components of children's toys and child-care articles.

  • Third-party testing. Children's products must be tested by a CPSC-accepted laboratory for each applicable children's product safety rule, subject to the relevant determinations and exemptions.

  • The Children's Product Certificate (CPC). Based on that testing, the importer or domestic manufacturer issues a CPC listing the product, the rules it was tested against, and the testing lab.

  • Certificate eFiling. From 8 July 2026, importers of most regulated consumer products must eFile certificate data with US Customs and Border Protection.

  • Tracking labels. CPSIA requires permanent tracking information on the product and its packaging to the extent practicable. This is distinct from the fibre-content and care information covered in garment labelling for export.

How do the flammability rules work?

Two US regimes apply, depending on the garment.

General wearing apparel falls under 16 CFR 1610, a flammability standard that most ordinary woven and knit clothing passes on normal construction, though very light, raised or brushed fabrics can fail and should be checked.

Children's sleepwear is the stricter case, governed by 16 CFR 1615 (smaller sizes) and 16 CFR 1616 (larger sizes), which require garments to self-extinguish rather than sustain flame. The catch for buyers is scope. Regulators read "sleepwear" broadly, so loungewear that looks and functions like sleepwear can be pulled into the sleepwear rules. There are defined exemptions, including for certain tight-fitting garments and for some infant sizes, but the exemption criteria are specific (they turn on measured dimensions and sizing) and are easy to assume you meet when you do not. Confirm scope and any exemption against the CPSC's children's sleepwear guidance and a competent lab before you rely on it.

How do you design a children's garment to pass?

Compliance is cheaper to build in than to test out. A handful of design habits remove whole categories of risk before a lab ever sees the garment:

  • Replace functional drawstrings with safe alternatives. Use a mock (non-functional, stitched-down) drawstring, elastication or poppers instead of a working cord at the neck or hood, especially in the youngest sizes where neck cords are not allowed.

  • Print, do not attach. A print avoids the attachment risk created by a separate trim, but its material and durability still need to meet the applicable requirements. A three-dimensional bow, bead or appliqué requires an attachment-risk assessment. Where the look allows, a print is the lower-risk choice for young sizes.

  • Weld or stitch rather than glue. Bonded or welded components hold better under pull testing than glued ones, and glued embellishments are a recurring attachment failure.

  • Choose trims with compliance in mind. Nickel-tested snaps, azo-free dyes and phthalate-free prints specified at the trim-sourcing stage avoid a chemical failure that is otherwise invisible until testing.

  • Match the flammability route to the garment. If a garment could be read as sleepwear, decide early whether you are designing to a tight-fitting exemption or to the flammability performance requirement, because that decision changes the fabric and the fit.

Then test at the pre-production stage, not after shipment. Send the approved sample and the actual bulk trims to a lab before the bulk cut, so a failure costs you a trim change rather than a container. Fold the same checks in as standing requirements rather than per-order afterthoughts.

Does a garment that passed adult-apparel testing also clear the children's rules?

No. Children's garments can face additional cord, lead, tracking, certification and category-specific flammability requirements; attachment and chemical testing depend on the product, component and market. Test the garment against the applicable children's standards for each destination market.

Are the EU/UK and US requirements the same?

No, though they overlap in intent. The EU and UK apply general product-safety law to cord hazards, with EN 14682 used as the principal conformity standard. Who is legally responsible if a children's product is recalled? Liability runs along the supply chain. Under CPSIA the importer or domestic manufacturer certifies and carries responsibility in the US, but a recall reaches back to the factory commercially and often contractually. Neither the buyer nor the maker is insulated by the other having signed off.

Can I rely on a supplier's declaration instead of lab testing?

No. For applicable US children's product safety rules, use testing from a CPSC-accepted laboratory and issue a Children's Product Certificate, subject to the relevant exclusions and exemptions. For the EU and UK, the evidence needed depends on the applicable rule, product and risk.

Where do the actual numeric limits live? In the standards and regulations themselves (EN 14682, the REACH restriction entries, the CPSIA rules and the 16 CFR flammability parts), and they change. Get current values from an accredited lab or the primary text rather than a secondary summary, including this one.

The Practical Takeaway

Children's compliance can cover mechanical, chemical and flammability hazards. Timing remains controllable. Review the design, actual trims and approved sample against the applicable requirements before bulk production. A prohibited neck cord, a snap that fails an applicable pull test, a component that breaches an applicable chemical restriction or a sleepwear garment outside its exemption can then be corrected before finished goods reach a warehouse or shelf.
