# Singapore Apparel Labelling: Safety Conformity Over a Fibre-Content Code

Apparel is listed among the general consumer goods covered by the Consumer Protection (Consumer Goods Safety Requirements) Regulations 2011 (CGSR), where it is not under the purview of other regulations or regulatory agencies in Singapore. This is a horizontal consumer-goods safety regime, under which covered consumer goods must conform to applicable safety standards. ## How do we prepare care content for a Singapore-bound label?

## What is the Consumer Goods Safety Requirements regime, and does apparel fall within it?

Apparel is one of the examples of general consumer goods covered by the CGSR, provided it is not under the purview of another regulation or regulatory agency in Singapore. The Competition and Consumer Commission of Singapore, through its Consumer Product Safety Office (CPSO), administers the CGSR. If a product is found unsafe, the CPSO may notify the supplier and the public, instruct the supplier to stop supply, and instruct suppliers to inform users of potential dangers. The CGSR is based on post-market surveillance and action: it does not require pre-market testing, certification or approval from the CPSO, although covered consumer goods must conform to applicable safety standards. The Consumer Product Safety Office lists children's clothing upper outerwear with EN 14682 and ASTM F1816 among the applicable safety standards. This operates through the general product-safety regime described above, not through a separate textile-labelling regulation. ## Is a false fibre, origin or care claim separately regulated in Singapore?

Yes. Under the Consumer Protection (Trade Descriptions and Safety Requirements) Act 1975, a person in the course of trade must not apply or supply goods bearing a trade description that is false or likely to mislead in a material respect. Trade descriptions include statements about composition, performance and place of manufacture. For a clean buyer handover, send us the destination, approved fibre breakdown, size chart, care format, origin wording, importer details and retail listing copy together with the tech pack. We return label artwork for approval, retain the approved version against the style and colourway, and check the finished garment against that version during bulk inspection. This gives merchandising, sourcing and quality teams one shared reference when the garment and listing are released.

Send the final fibre breakdown after fabric approval, not from an early development estimate. If a substitute fabric, trim, finish or colourway changes the approved data, flag it before label files are released so we can compare the revised specification with every affected claim and care instruction. Give the artwork approver one consolidated proof that identifies the style, colourway, label position and revision date; approval by email against an unnamed PDF is difficult to trace on a multi-style order. We then issue the sealed file to production before label booking, and keep any later wording change on a new revision rather than asking the factory to interpret marked-up screenshots. At pre-production, confirm the label quantity includes replacement units and agreed spare stock. Quality checks the first sewn-in label against the sealed proof, while merchandising checks the same claims and size presentation in the product listing before launch.

## What consequence follows a Consumer Goods Safety Requirements breach?

For consumer goods within the CGSR, suppliers must ensure conformity with applicable safety standards. The CGSR does not require pre-market testing, certification or approval from the CPSO. If consumer goods are found unsafe, the CPSO may notify the supplier and the public, instruct the supplier to control or cease supply, and instruct suppliers to inform users of potential dangers.
