# Saudi SABER Textile Conformity: An Apparel Import Guide

Saudi apparel conformity is controlled as one product file carried through two SABER actions: product certification and a certificate for the commercial consignment. The practical task is to keep the product description, label, test evidence, invoice and packing information describing the same goods from first sample to despatch.

That is why the work starts before bulk labels and cartons are released. A certificate request cannot repair a fibre statement that differs from the approved artwork, or a test report that cannot be connected to the garment being registered. ## What does SABER require for commercial apparel?

For products subject to a Saudi technical regulation, SASO provides a product conformity-certificate service through SABER and a separate shipment-certificate service for commercial products. The shipment request selects the products and records the invoice, quantities, product values and shipping country.

The two actions answer different questions. Product certification establishes the conformity evidence for the registered product or model. The consignment certificate applies that approved product record to a specific commercial despatch. Treating the product certificate as the whole import process leaves the shipping stage unresolved.

SABER is a system step, not a substitute for product control. The garment team still needs one agreed style reference, a controlled label version and a record of which test evidence supports which construction. Those records make it possible to identify a mismatch before it becomes a certificate query.

## What should be decided before product certification begins?

SASO’s product-certificate service directs the applicant to select the commercial product, add model numbers, choose a conformity assessment body and submit the application. The applicable classification and the product’s models therefore need to be settled before the application is built.

Start with the exact garment being offered: category, fibre composition, construction, intended label text, country-of-origin wording and the references used on the commercial documents. A range can look uniform on a merchandising board while carrying several different constructions, component make-ups or care instructions. Those differences need to be visible in the working file before style grouping is discussed.

The important discipline is version control. Put the style code, fabric code, colourway, label revision and report reference in the same development record. When a sample changes, record whether the change is cosmetic or alters information used in the conformity file. A revised collar shape may not touch the evidence. A revised fibre blend, dye process or care instruction may do so.

## What must the Saudi importer control in SABER?

The SABER service requirements call for the establishment’s commercial-register information, linked identity details and contact information. The product application is submitted through SABER to a conformity assessment body; the commercial shipment request includes the applicant’s invoice, quantity, value and shipping-country information.

That makes the importer’s role central even when the supplier has prepared a complete technical pack overseas. The importer should confirm the classification and product grouping, nominate the conformity assessment body, own the application status and approve the wording used in the commercial request. The supplier can prepare evidence and reconcile product data, but should not work from assumptions about the importer’s local account or application choices.

Establish a single contact on each side for questions during the application. A missing attachment can be supplied quickly; conflicting answers from merchandising, logistics and the importer take longer because the team must first establish which product version is current.

## What belongs in an apparel technical file?

SASO’s Technical Regulation for Textile Products requires a technical file that includes a supplier declaration of conformity and laboratory reports addressing product safety from hazardous chemicals. It also requires the supplier to make the technical file, certificates and other documented evidence available to the relevant authorities when requested.

Build the file as a readable proof set, not a folder of unrelated PDFs. Each document should identify the garment, material or grouping it supports. Where a report belongs to a fabric, note the garment styles that use that fabric and the approved finish. Where a declaration covers a product group, preserve the list of style references behind that statement.

A report marked “pass” is only useful if its scope is clear. Compare the submitted sample or material to the report’s construction, composition, finish and stated test conditions. Keep the final physical-label approval with the artwork. A PDF can carry correct Arabic text while the sewn label carries an older revision, a different composition or a different order of care information. Checking both is a small task before bulk attachment and a costly correction after packing.

## What must Saudi textile labelling and packaging show?

For clothing, SASO’s textile regulation requires a label that is securely attached or sewn to the garment. The required information must be clear, legible and indelible, in Arabic or in Arabic and English. The regulation specifies fibre names and mass percentages, weight, size and dimensions, country of origin, and suitable washing and cleaning information in clear wording or recognised symbols.

The same regulation requires the supplier’s name and commercial registration on the external packaging. It treats garment labelling and external-packaging information as separate controls, so each needs its own artwork check.

This is where placement prevents a common mistake. The consumer label must be reviewed on the garment for attachment, legibility and permanence. Carton marks and external packaging must be checked against their own approved artwork. A field present in a document pack does not prove it has been placed on the item or package where the regulation calls for it.

## How should the consignment certificate be prepared?

SASO’s commercial shipment-certificate service instructs the applicant to create a new dispatch request, choose the products, complete invoice information, enter quantities and values, choose the shipping country and submit the request. For products subject to technical regulations, the conformity assessment body must approve the request before payment is completed.

Prepare the request from a final reconciliation sheet. It should show the selected product certificate reference, commercial style description, invoice line, quantity, value, shipping country and packing reference. Do not let the certificate request become the first time those fields are compared. By then, an inconsistency can affect a booked despatch.

Changes after the request has been prepared need a deliberate review. A split shipment, altered quantity or revised invoice is not a clerical footnote if it changes the data recorded for the consignment. Give the importer the revised documents and confirm whether a new or amended request is needed before goods move.

## When should Saudi conformity appear on the critical path?

Saudi conformity should appear at product definition, artwork release, evidence review and pre-despatch reconciliation. It should not sit as one task called “SABER” at the end of a time-and-action calendar. Each earlier gate supplies a part of the eventual product or consignment request.

Samples are the point at which drawings and material cards meet a physical garment. Check the sewn label, fibre wording, care symbols, component descriptions and external-packaging marks on the sample that represents bulk, then keep that approval reference with the technical file. A fabric substitution, new coating, changed fibre percentage, added component, different care instruction or amended origin statement should trigger a check of the artwork, report and application data before the change is released.
