# Norway Apparel Labelling: Mandatory Care Marking and the EU Fibre Rule

Norway is not an EU member state, so a garment sold there is not governed by Regulation (EU) No 1007/2011 directly. FOR-2012-10-25-990 provides the fibre-labelling baseline for Norway. On top of that fibre baseline, Norway runs a genuine national instrument the EU regulation does not have: FOR-2004-10-01-1340 makes permanent care information mandatory on consumer textiles, with its own prescribed wording for anything that cannot be cleaned at all. ## What must appear on an apparel label sold in Norway?

The fibre-composition rules incorporated from Regulation 1007/2011 require the name and percentage by weight of all constituent fibres, in descending order, using the fibre names set out in the regulation's own annex. A fibre accounting for up to 5% of the total weight, or fibres collectively accounting for up to 15%, may instead be shown as “other fibres” with their combined percentage, but only where they cannot easily be stated at the time of manufacture. Non-integral trimmings are excluded when determining fibre composition. A main lining with a different fibre content requires its own composition declaration whatever its share of the product weight. Another textile component may be exempt only where it is not a main lining and represents less than 30% of the total product weight. For other textile products, a filling without an insulating function is excluded from fibre-composition determination, while an insulating filling is dealt with under the applicable component rules. Confirm the construction and the function of each component before label copy is frozen.

## Does a Norway label need care instructions or an origin mark by law?

Care: yes, under Norway's own regulation, not the EU fibre rule. Origin: no.

The fibre-composition rules incorporated into Norwegian law do not themselves make care labelling mandatory and do not compel a country-of-origin mark. They set no rule for a voluntary origin claim either; a claim that is used has to be accurate and supportable under the general prohibition on misleading commercial practices. Norway's mandatory care duty comes from a separate national instrument, described below, and it is a real requirement, not a voluntary addition. ## What does Norway's national care-marking regulation require?

FOR-2004-10-01-1340 requires the care marking to follow the product and to be durable. Section 6 gives a sewn-in textile label as an example of that, not as the only permitted method, so any construction that stays with the garment and lasts will do. Packaging may substitute for specified articles such as socks, tights, gloves and certain children's accessories. It also applies to online and catalogue sales, where the customer orders without seeing the physical garment first. The 20-point wording requirement is exact: it is a minimum type size for a specific phrase, not a general legibility guideline. It applies where the article gives no normal use and satisfaction under any washing or dry-cleaning treatment, so the wording needs to appear in clear lettering of at least 20 typographic points on the finished care marking.

## Does Norway have its own rule on children's clothing flammability?

Yes, and it works as a product-conformity requirement, not a label-content rule. FOR-1984-02-13-427 prohibits manufacture for resale, import for resale and sale of children's clothing up to and including 170 cm where testing of the textile under ASTM D 1230-61 gives a burn time of 7.0 seconds or less. This sits outside the fibre and care fields above: it governs whether the product may be manufactured, imported or sold, not what the label says about it. ## Where does an EU-standard label fall short in Norway?

An apparel label built to the fibre rule alone needs the separate Norwegian care requirements added before it is used for Norway.

A late textile or finish change can move a care instruction from an ordinary wash statement to a "cannot be cleaned" declaration, and it can change a children's textile flammability result outright.
