# Kuwait Textile Labelling: Origin Marking and What Remains Unproven

Kuwait has its own country-numbered textile-labelling standard, KSS 1058:1998, adopted through Ministerial Decision No. 15 of 1998, and a separate government procedure for marking country of origin, run through the Ministry of Commerce and Industry. That looks, at first glance, like a complete national rulebook. It is not, and saying otherwise would overstate what the public record supports. The Public Authority for Industry, which administers Kuwait's standards and metrology system, publishes its own definitions distinguishing a standard from a technical regulation: a standard is voluntary unless a separate instrument converts it into a compulsory technical regulation. ## What law and standards govern textile labelling in Kuwait?

Four instruments sit behind Kuwaiti textile compliance. KSS 1058:1998, _Identification Label for Textile Products_, was adopted by Ministerial Decision No. 15/1998 and remains catalogued under the Public Authority for Industry's standards system. Consumer Protection Law No. 39 of 2014 and its Executive Regulation set the general rule that consumer information must not be false or misleading. Country-of-origin marking runs through a distinct Ministry of Commerce and Industry procedure, administered separately from both the standard and the consumer law. ## What must a Kuwait garment label show?

Two things are confirmed directly. The Ministry of Commerce and Industry publishes an origin-marking service, but on the public record it is an application route for goods that arrive without an origin indication from their original source, not a clearance every garment's origin declaration has to pass through. Treat it as the remedy for an unmarked consignment rather than a standing approval step, and confirm with your Kuwaiti importer which applies to your shipment. And under Law No. 39/2014, whatever information the label does carry must not be false or misleading; the accuracy duty applies whether or not a given field is separately mandatory. ## Is KSS 1058:1998 mandatory for every garment sold in Kuwait?

No, not by default. The Public Authority for Industry's own published definitions treat a standard as voluntary by default, with compulsory status arising only where a separate instrument names it as a technical regulation. KSS 1058 appears in PAI's catalogue as a standard. This page did not locate a further ministerial instrument converting it into a binding technical regulation for ordinary apparel, and the standard's full text was not openly accessible to confirm what its clauses would require if it were binding. Treat that as an open question to flag to the destination buyer or agent, not as licence to skip the fields KSS 1058 likely covers. SSL prepares Kuwait-bound label artwork with fibre-content, care and origin fields, then adapts it to the buyer's approved field set.

## Does Kuwait require care symbols on garments?

SSL prepares care-label artwork with recognised care symbols when your programme calls for them. GSO 863, the Gulf identification-label standard, cross-references GSO 864 for care symbols, but that cross-reference inside one Gulf standard is not evidence that either standard is a compulsory Kuwaiti technical regulation. SSL can follow ISO 3758 or the national-equivalent care-symbol specification named in your programme. The safer position is to apply a recognised international care-symbol set to a Kuwait-bound garment rather than omitting care information because Kuwait's own mandate is unproven. SSL applies the care-symbol set specified by your buyer, brand manual or sealed sample.

## Does Kuwait's imported-goods conformity programme cover apparel?

Only where the goods are within the regulated scope. The Public Authority for Industry operates a conformity-clearance procedure for regulated imported products, under which goods identified as regulated may be refused clearance if they fail the applicable check. Whether ordinary ready-made garments sit inside that regulated list, alongside categories such as electrical goods that commonly appear in Gulf conformity programmes, was not established from the accessible source. This is worth confirming with the receiving agent before a first Kuwait shipment is booked, precisely because a conformity-clearance failure at the port is a costlier problem to discover than a label field checked in development. Absence of confirmation here is a gap in the public record, not a statement that apparel is exempt.

Build the question into the critical path instead of leaving it for the freight stage. Ask the receiving agent, at the point the tech pack is confirmed, whether the specific product category (woven, knitted, childrenswear, or a category carrying trims such as metal fastenings) has ever been asked to produce conformity paperwork on a previous shipment. An agent who has cleared the same product line before usually knows the answer faster than a fresh search of PAI's published lists, and the answer changes nothing about the label itself, only about what accompanies the shipment on arrival.

## Is the Kuwait Quality Mark required on garments?

No. The Public Authority for Industry states explicitly that the Kuwait Quality Mark is a voluntary certification. It should not be presented to a buyer as a mandatory garment mark, and its absence from a Kuwait-bound shipment is not, on this evidence, a compliance gap. ## What enforces Kuwaiti textile labelling, and what follows non-compliance?

The Public Authority for Industry's Kuwait Standards and Metrology Department administers standards, technical regulations and the conformity-clearance programme. The Ministry of Commerce and Industry's Consumer Protection and Commercial Control Sector separately handles origin-marking and misleading-information matters under Law No. 39/2014. A false or misleading label sits squarely within that second body's remit regardless of KSS 1058's own status. ## What should a Kuwait-bound label carry given the open questions?

Because KSS 1058's clauses are not publicly available, the practical answer is to build to the fuller Gulf-standard shape rather than the minimum this page can independently prove. That means: country of origin stated accurately, fibre composition given by percentage even without a confirmed tolerance figure, a recognised care-symbol set applied consistently, the importer's name and address included even though no on-garment rule was confirmed, and every printed claim checked for accuracy against Law No. 39/2014's misleading-information standard. None of that costs materially more than the confirmed minimum, and all of it removes exposure if an unconfirmed clause turns out to apply.

Lock that fuller field set once, against the sealed sample, so a later colourway or trim change does not force a separate reconciliation exercise for every batch. A production run that starts before the label copy is frozen is the most common source of a mismatch between what the carton says and what the garment actually carries, and it is avoidable at no cost by sequencing label sign-off ahead of bulk cutting, not alongside it.

Send the buyer a single label-approval sheet before material booking. It should show the final fibre percentages, origin wording, care-symbol key, size scale, importer details where supplied, label dimensions and each placement: neck, side seam, waistband or hangtag. Ask the buyer or importing partner to return one marked-up approval rather than comments spread across email threads. Once it is approved, give the same PDF and revision number to the label printer, merchandising team and final-inspection team. If the order changes fabric blend, country of manufacture, importer or retail pack, stop the label print and obtain a revised approval before replacement labels are ordered. At final inspection, compare a garment from every size range against that approved sheet, including legibility after the intended attachment method is used.

Build to the fuller confirmed-and-recommended set rather than the narrow proven minimum, and confirm the conformity-clearance question with the receiving agent before the first shipment.
