# Bahrain Textile Labelling: Origin Marking and What Else Applies

Bahrain requires more than origin marking. Products offered for sale must carry specified product information clearly, legibly and indelibly on the product covering or packaging, in Arabic or in Arabic plus another language. Law No. 9 of 2016 on Standards and Metrology prohibits manufacturing, importing or circulating products that do not show their country of origin. It separately penalises tampering with information on a data card and printing forged packages or data cards. The consumer-protection regulations prescribe the product name, nature, components and quantity, origin, producer or importer details, and applicable trading, storage, use and risk information. ## What law governs textile labelling in Bahrain?

Law No. 9 of 2016 on Standards and Metrology is the operative instrument for origin marking and for the distinction between a standard and a technical regulation. Law No. 35 of 2012 on Consumer Protection, as amended by Law No. 28 of 2026, provides the consumer-protection framework alongside it. Its implementing regulations prescribe the product, component, quantity, origin, producer or importer, use, storage and risk information for products offered for sale. ## What must a Bahrain garment label show?

Country of origin is confirmed without qualification. Law No. 9/2016 prohibits manufacturing, importing or circulating products that do not show their country of origin, and separately makes tampering with information on a data card and printing forged packages or data cards an offence. The consumer-protection regulations add the product-information fields for products offered for sale: product name, nature, components and quantity; a country-of-origin statement using the country name preceded by "Made in"; and the producer's or importer's name, trade name and address. The same regulations require the conditions for trading and storage, and the method of use, according to the product's nature, together with information on risks that may arise from use. The supplier must place the required information clearly, legibly and indelibly on the product covering or packaging, in Arabic or in two or more languages including Arabic. A detailed statement inside the packaging must clearly give the product's components, specifications and risks. Where the information cannot be placed on a product's package or covering, it must accompany the product on a data card containing all of the required information.

These are general product-information requirements rather than a textile-specific system of fibre-percentage tolerances or prescribed care symbols. Build the statutory information into the label programme, then use the buyer's approved specification for any additional textile-specific presentation or fields.

## Is Arabic labelling mandatory in Bahrain?

Yes, for the prescribed product information. The regulations require that information on the product covering or packaging in Arabic, or in two or more languages provided that one is Arabic. Build the product name, nature, components, quantity, origin, producer or importer details and any applicable handling, storage, use and risk information in Arabic. Other languages can sit alongside Arabic where the programme calls for them.

## How should a woven and knitted garment label be prepared for Bahrain?

For woven and knitted garments, build the statutory product information into the label artwork and use the buyer's approved technical specification for additional textile-specific presentation and fields. The statutory requirements apply to products offered for sale, including Arabic-language presentation, product name and nature, components and quantity, origin, producer or importer identification, and applicable trading, storage, use and risk information. ## What enforces Bahraini labelling, and what follows non-compliance?

The Ministry of Industry and Commerce's Standards and Metrology Directorate enforces Law No. 9/2016. Under the consumer-protection framework as amended in 2026, the competent administrative authority is the government ministry, authority, agency or department responsible for consumer protection in the relevant sector. The statutory offences named in Law No. 9/2016 include manufacturing, importing or offering for sale products without shown country of origin, and tampering with information on a data card or printing forged packages or data cards; these are treated as real, prosecutable offences, not administrative footnotes. Measures include preventing sale pending conformity checks, seizure of suspect goods, warning notices and corrective directions, confiscation or other court-ordered measures, and, for specified offences, imprisonment of up to three years alongside fines ranging from BHD 100 to BHD 10,000.

Law No. 28 of 2026 also replaced the administrative-sanctions provision in Article 23 of the Consumer Protection Law. Where a consumer-protection breach is not corrected, the competent authority may close an establishment for up to three months, suspend or strike its commercial-registration entry, or impose an administrative fine. A daily fine may reach BHD 1,000 for a first breach and BHD 2,000 for a further breach within three years, with a BHD 20,000 aggregate cap; a non-daily administrative fine has the same cap. The normal route is an electronic warning with up to seven days to correct the breach, although an immediate measure is permitted where necessary. Omitting origin and tampering with information on a data card sit inside that penalty range directly. Before products are offered for sale, comply with the origin, Arabic-language, product-information, and producer or importer requirements in the consumer-protection regulations. A country-of-origin statement must name the country and be preceded by "Made in".

## What should a Bahrain-bound label carry?

Build the origin statement exactly as written, including the country name preceded by "Made in". State the product name, nature, components and quantity, and include the producer's or importer's name, trade name and address as required product information. Add the conditions for trading and storage and the method of use where appropriate to the product's nature, and identify risks arising from use.
