# Taiwan Apparel Labelling: Mandatory Chinese and Durable Sewn-In Content

Apparel sold in Taiwan is governed by the Commodity Labeling Act's Apparel Labeling Standards, revised effective 18 May 2023. The Act identifies the Ministry of Economic Affairs as the central competent authority, with municipal and county/city governments as competent authorities within their jurisdictions. Non-apparel textile articles fall instead under the separate Textile Labeling Standards, so the first check on a Taiwan-bound programme is confirming which of the two standards the specific product sits under before the label content is drafted. What makes Taiwan's system distinctive is durability. Country of production, fibre composition and care information are not just content requirements; for most garments they have to be sewn, printed, branded or otherwise durably marked onto the product itself, not carried only on a hangtag or packaging insert that a consumer could separate from the garment before wearing it. Size and importer contact details may instead appear on the product, packaging or instructions. That single design choice, durable marking instead of a removable tag, is worth settling before a Taiwan-bound style is developed, because it changes where the label sits in the garment and how it is attached, not only what it says. ## Must this content be a durable, on-product marking?

Yes, for most garments. Origin, fibre or filling composition and care information require durable on-product marking, not a removable tag alone. Size is treated differently: it may instead appear on the product, or on internal or external packaging. The Apparel Labeling Standards do carve out specific exceptions: infant clothing, swimwear, most underwear, accessories, and reversible pocketless garments are named exceptions, and imports already durably marked to the exporting country's own rules also fall within the exception. Outside those named categories, a Taiwan-bound garment should be built with the required content sewn or printed into the product from the start of development, since a compliant hangtag is not itself sufficient. ## What fibre-composition tolerance applies in Taiwan?

A fibre or filling component at 5% or more by weight must be named and its weight percentage stated. A component below 5% still has to be named and quantified where it is enough to affect the wash or press conditions, or where it is needed to show a product characteristic, so a small elastane or a functional fill is not simply dropped. Names are given primarily in Chinese, with English or an abbreviation added where needed. Composition is declared by weight, with a tolerance of plus or minus 3 percentage points, except that a claim of 100% composition carries no tolerance. Where a garment has separate components, such as shell, lining and filling, each must be separately declared where applicable, rather than folded into a single blended figure for the whole product. ## Which care-label pictograms apply in Taiwan?

Yes. The Apparel Labeling Standards require wash-label pictograms for washing, bleaching, drying, ironing or pressing, and professional textile care. Those pictograms are announced by the central competent authority. A Taiwan-bound label should use the current BSMI-published wash-label pictogram set, confirmed against the authority's own published notice. ## Is a country-of-origin mark required beyond the general label content?

Yes. Under the International Trade Administration’s Origin Marking Requirements for Specific Imported Textiles, textiles in CCC Chapters 61 and 62, specified towels and specified bedding must show the correct origin on the goods themselves. Socks under heading 6115 have a separate marking method where each sock does not carry a sewn-in origin label. The notice provides that goods not marked as required may not be cleared for import, subject to its listed exceptions and case-specific approval. For a Taiwan-bound programme, fibre content, origin, contact details and care information are worth double-checking on a finished garment before it ships, not only in the artwork file, since a printed proof and a sewn-in label can drift apart between approval and bulk cutting if nobody checks the physical product against it.

## What applies to children's apparel in Taiwan?

A label that is accurate and complete by another market's rules can still fail Taiwan's check if the content sits only on a removable tag, or if it is not in Chinese.
