# Romania Apparel Labelling and HG 332/2001 Requirements > Source: https://surajmal.com/blog/2026/07/romania-apparel-labelling-requirements [SSL Newsroom](/blog) Compliance # Romania Apparel Labelling: The EU Fibre Baseline Plus Mandatory Care Labelling Kolkata · 09 JULY 2026 ·By Surajmal Editorial Team·8 min read Published 9 July 2026 For a garment sold to a consumer in Romania, the fibre-content declaration starts at EU level: Regulation (EU) No 1007/2011 sets the generic fibre names, the composition percentages and the shared tolerances that apply across the bloc. Romania layers its own national rule on top through Hotărârea Guvernului N° 332/2001, as amended and republished. Its current national addition is mandatory care information; manufacturer and importer contact details follow the EU product-safety rule rather than HG 332/2001. HG 332/2001 is Romania's own national label-content rule; it is not a translation of the EU Regulation, it is an addition to it. Regulation (EU) 1007/2011 requires the name and percentage by weight of all constituent fibres, in descending order, using only the fibre names set out in the Regulation's own annex. A fibre accounting for up to 5% of the total weight, or fibres collectively accounting for up to 15%, may instead be shown as “other fibres” with their combined percentage, but only where they cannot easily be stated at the time of manufacture. A trade name cannot stand in for the generic name, and where a garment has sections of materially different composition, such as a shell and a separately significant lining, each is declared on its own. Regulation (EU) 1007/2011 Article 11 turns that off only where both of its conditions hold: the component is not a main lining and it represents less than 30% of the product's total weight. A main lining is declared regardless of its weight. The former national fields for producer identity, address, sales name and technical or quality characteristics were repealed. Manufacturer and importer identification now comes from Regulation (EU) 2023/988. Romanian is the language of record for this consumer-facing information under Ordonanța Guvernului N° 21/1992. Confirm construction before the label copy is frozen. Keep the finished product specification with the technical file even though HG 332/2001 no longer makes its sales name or quality characteristics a separate label field. ## Is care labelling actually mandatory in Romania, when it is not under EU law? Yes. Regulation (EU) 1007/2011 does not make care labelling mandatory anywhere it applies. Romania is one of the member states that keeps its own requirement in place regardless: HG 332/2001, Article 14, requires care information to be individually displayed on a legible label made from material resistant to subsequent wet and heat treatment, and intended to last as long as the garment itself. That durability requirement is a physical specification for the label material, not only for its wording, and it belongs in the same conversation as trim and fabric sourcing rather than being left to the label printer to interpret. That is the edition-specific standard incorporated by the legal text. ASRO lists SR EN ISO 3758:2024 as replacing SR EN ISO 3758:2012, but that catalogue replacement does not amend HG 332/2001's reference to SR EN 23758. Use the symbols required by Article 14 and record the care-symbol specification in the approved label artwork. No. The original Article 14 prescribed the producer name or trademark, producer or importer address, sales name, and principal technical and quality characteristics. That Article 14 was repealed by HG 25/2002. In the republished consolidated measure, Article 14 concerns care information. Do not treat the former four fields as a current standalone HG 332/2001 label requirement. The importer has corresponding identification and contact-information duties. Match the entity and contact point printed on the artwork to the economic operator actually performing each role for the shipment. Country of origin is not generally mandatory under Regulation (EU) 1007/2011 or HG 332/2001. Where an origin claim is made voluntarily, it must not mislead. Directive 2005/29/EC treats geographical or commercial origin as a product characteristic for this purpose. Yes. HG N° 785/1996 was Romania's textile-labelling decree before HG 332/2001. Article 18(2) of HG 332/2001 repeals it. A production brief must use the current republished text of HG 332/2001, including its later amendments, rather than treating any field in HG 785/1996 as operative. Children's garments placed on the Romanian market must satisfy the EU general product-safety requirement. EN 14682:2014, the harmonised standard covering cords and drawstrings up to age fourteen, was published as satisfying that requirement, and Romania has adopted it domestically as SR EN 14682:2015. This is a safety standard supporting conformity, not a separate textile-label field and not a CE-marking requirement for ordinary childrenswear. A children's range also needs a product-specific safety assessment and the fibre, care and economic-operator information above. The Autoritatea Națională pentru Protecția Consumatorilor, ANPC, conducts textile market surveillance using its published inspection checklist, which addresses fibre, care and producer-identification information. The republished HG 332/2001 states fines of RON 600 to RON 3,000 for the specified labelling and care infringements. Broader consumer-law and product-safety powers can require correction, withdrawal or recall where a product is unsafe or materially non-compliant. Lock the fibre composition, the economic-operator contact details and the care-label material together. A change to the manufacturer, importer, fibre mix or treatment can alter the approved Romanian artwork and its supporting records. Send the printer and production team one controlled Romania label release. Identify the garment style, colourway and size range; artwork version and issue date; label placement and dimensions; folded, woven or printed construction; fibre-content source; care-treatment source; and the approved economic-operator contact details. The release should also state which label is to carry each field when a garment has more than one sewn label. Issue this release before labels or care tape are booked. A source artwork file or an email extract is not a production approval, because neither tells a factory which revision belongs to the bulk order. At the pre-production sample, the sampling team checks the sewn label against the released file, including placement and readability after the intended treatment. During inline inspection, QC checks that the approved artwork version is attached to the correct style and colourway. At final packing, check again that an adjacent size or a similar-looking SKU has not received the Romania label by mistake. ## Short FAQ **Is care labelling mandatory on a Romanian apparel label?** Yes. HG 332/2001, Article 14, requires a durable care label on Romanian-market garments, even though Regulation (EU) 1007/2011 itself does not make care labelling mandatory. **Which care-symbol standard applies in Romania?** Article 14 cites SR EN 23758. ASRO lists SR EN ISO 3758:2024 as replacing SR EN ISO 3758:2012, but that standards-catalogue change does not amend the legal reference in HG 332/2001. Article 11(3) of Regulation (EU) 2023/988 requires importers to indicate their name, registered trade name or registered trademark, postal and electronic address and, where different, the postal or electronic address of the single contact point at which they can be contacted. That information must be placed on the product or, where that is not possible, on its packaging or in a document accompanying the product. It is a safety-conformity standard, not a separate label field. ## The Romania label judgement A Romania-bound label is the EU fibre declaration plus HG 332/2001's national addition of mandatory, durable care instructions. Manufacturer and importer information follows Regulation (EU) 2023/988, while the former HG 332/2001 sales-name and quality-characteristic fields are not current standalone requirements.
